As you are aware, Mr. Phillips and I have just completed State V.
Thomas Koskovich which resulted in life verdict. As I am sure you
are aware this verdict was not just, as a result of the efforts by Mr.
Phillips and I, but as the result of a substantial team effort.
I would like to take this opportunity to recognize Jim Castro, who works with Lois Nardone in the mitigation phase. Mr. Castro stays in the background and often obtains records and documents.
In this particular occasion one of our key witnesses, Lenny Koskovich, had a change of heart and refused to testify. As a result of Mr. Castro’s persistence and diligent efforts, we were able to locate a tape of him through court television and play the tape for the jury. Mr. Castro’s commitment, loyalty, and resourcefulness should be recognized by your office.

James Castro has been employed as a subcontractor for Positive Resources since 1996. He has assisted me with mitigation investigations on over 50 cases these last 10 years.
During his time here, Mr. Castro performed a number of challenging tasks and gained a repertoire of forensic social work knowledge. He organized and reviewed large amounts of casework material while helping me prepare for a capital trial He investigated records and developmental histories of our clients, mastering discovery details that were important to a case success. For instance, there were numerous times that his thorough investigation of a case helped immensely with the outcome of a difficult trial. He also organized and prepared summaries of voluminous case files, helping extract themes and psychosocial data that strongly corroborated mitigation in very complicated cases. He has also testified as a factual witness and interviewed defendants and their families, assisting me in preparation for testimony as well.
Mr. Castro has always worked hard and conscientiously as a subcontractor, easily asking for assistance when needed yet confidently mastering the job with little need for direction. He has worked well alone or with others, and motivated himself to complete long-term projects on time. I’d strongly recommend him for future employment as a social worker in a variety of settings.
